People with high comment ratio are usually forum lurkers, very social etc. While it doesn't change their chance at winning exactly, being social and commonly known in community raise your chance to join GA groups or being invited to "friends-only" private GAs. And lurking forum let you find even more Private GAs (forum drops, puzzles, hidden ones etc.). So that's where the trend may come from :>

You will find that people with higher comments have a different GA Entries:Comments ratio. They have less entries because they usually have high CV or are in a GA group, raising the odds a lot. People with no comments are more likely to not give away any games except bundle stuff, resulting in lower chance to win as well as them not seeing all the puzzles and forum giveaways that have higher odds that public ones as well.
