If you couldn't activate that should still work.
I had a similar situation and ended up creating a thread for USA/NA users to ask for an invite-only GA link, which I sent via Steam. That seemed like the best approach so I didn't need to clear my WL of people that weren't in NA. Good luck!

As far as the rules go you can't as US/NA isn't an available region on the site yet, though there's nothing actually stopping you working around that with a private giveaway.

A couple of weeks ago I bought several keys on amazon.com (using a US address and some gift credit that I was saving for buying Sims 3 expansions, but I got tired of waiting for them to be discounted, so I decided to spend the credit)
What I didn't know is that some of the keys could actually be region locked (Metro Redux Bundle in particular).
I know now that I could have used "SteamLocks - Steam Region Lock Inspector" before buying them, but I learnt it a little too late.
Question is, can I make a giveaway here for those keys? I had thought of a whitelist giveaway only, and adding to my (temporary) whitelist only people from US. (Actually I even created the GA when I bought the keys, but I preferred to ask first and I let them finish without entries)
The other question is about the status of the keys, since I tried to activate them in my account. My guess is that they should count as non-activated, but one never knows.
