I'd like to ask about games that don't have a price set for certain regions. I have some games (can't remember the names because I always randomly select them for my giveaways) that don't have a price assigned to them. But at the same time they don't seem to be region locked according to SteamDB. Does that mean people can still activate them in those regions or does it count as a region lock?

As far as I have heard, for example, price not set in Russia, doesn't mean people in Russia can't activate it

That's what I was thinking. I guess it's more of just a purchase restriction (in Russias case because of sanctions).

I mean yes you are correct, but most of these purchase restrictions started happening after the SMO. So in a way they are part of the sanctions and serve a similar role of punishing Russians.
