You need to remove the inconsistencies and use the result in the right site, if you don't know which site the post from 10597ch may help you, to make it easier you are looking for a tool.

Gotta admit, even after removing inconsistencies and using some tools the only result I got was literally "Hi". Recognize the format but as far as I know that isn't decryptable normally.....so must not have figured out where to use it properly.

No, it's just a link, you just need to resolve the "?" and remove whatever you have to remove. Then you just need to know what site you have to use.
What comes after a? ->b
And after the b? ->c
After c? ->d
