Can't download Steamgifts plus

whenever i go to download it it says apps, extensions and user scripts cannot be added from this website

does anyone know what i am doing wrong?

download the extension by rightclicking and pressing save as
then if you're on chrome, go to the extensions page and drag the file from your desktop onto the extensions page
