It's just about preventing people from registering hundreds of Steam accounts and Fanatical accounts to claim these kind of free games on each and later selling those keys of even the Steam accounts or similar shenannigans. An unlimited Steam account has to have made a purchase of at least $5 directly on Steam which also requires a valid payment method. Both things make this kind of multiaccounting pretty much impossible or at least worthless.

So the thing is that you can unlink your steam account anytime you want.
So if someone wanted, they would only need 1 unlimited steam account (that doesn't have internet cafe simulator) to redeem & use any number of fanatical account they wanted, as long as they unlink their steam account after "purchasing" the key for free & link it again in a different account.
So it doesn't stop multiaccounting on fanatical at all.
