I suppose it must work this way, if you spend more, you get better keys.
I'd have bought those blood packs anyway, I can't really start playing those games without brutal executions...
I could try again with other Shogun 2 DLCs, but maybe later...

Yeah, they've done these before and it's always worked that way. I think there are three tiers of bonuses - lowest is former freebies, mid is assorted (probably non-free) indies, top tier is stuff like Sniper Elite 3, Lords of the Fallen and Life is Feudal. Not sure of the cutoff for the purchase amounts though.
