Yes! :) Though there has been a few bundles that never got happy hour. But I doubt this will be one of them.

Only bundles that don't get happy hours are Monday bundles or 1 tier bundles. (except the few exceptions mentioned above)

Where are you seeing the page? The general web site, or specifically in your account?

That usually means your payment method has been declined for some reason. It's a fraud prevention measure auto-flagged by IG.
You'll have to email support and ask them to clear your account.

I've had it happen twice when I've made too many purchases within a particular (unknown) time-span using the same payment method.

EDIT: They're pretty quick with support. I purchased a happy hour for the Friday Special bundle yesterday, but forgot to check the "Gift" option (doh! third time doing that), emailed them, and they had the links sent to me this morning.
