Half Life Complete Question (Giftable Extras)

The following address states that certain valve packs allow you to gift away extra copies of the games inside. Does anyone know if the Half Life Complete pack qualifies for this?

Yeah. I am waiting. I have half life 2 but I don't own the rest. I hate wasting a game if it is not needed.
