I'm honestly lost as to what game I want to buy for the Steam Winter Sale. I recently bought Dark Souls 3 but had it refunded because of the difficulty and control issues. I'm not really looking into any type of multi-player games unless it's really, really good. I have $29.99 in my Steam Wallet to spend.

Here are some games that I've sunk a lot of hours in and love:

Fallout games

Civ 5

Elder Scrolls games

Dead by Daylight

GTA V

Borderlands 2

Witcher 3 complete

Mafia 2

Mass Effect 1 and 2

Dishonored

One game I was considering was AC Syndicate but I've heard it crashes for people and I don't want to refund another game.

I'm trying my best to not give a recommendation that biased to something I like

http://store.steampowered.com/app/288470/ Fable
http://store.steampowered.com/app/10150/ Protoype the sequel isn't that good
http://store.steampowered.com/app/17300/ Crysis
http://store.steampowered.com/app/474960 Quantum Break

and any Idea Factory franchise, especially NepNep, I mean Neptunia

I'm sorry but why the hell did you buy dark souls 3 and then refund it for one thing series is known for? ..

Since they don't include a quick demo with a boss or something and I've never played a game close to it, my definition of difficult is different than those who played DS games before.

Still. Buy witcher 3 then , but again its most enjoyable on higher dificulty levels there you need to use all skills in your disposal to get anywhere. Playing it on normal is waste of a game.

You may like Portal. Tropico 4 is pretty good, it reminded me of Civ V in some ways, even though the gameplay is quite different. KOTOR and Jade Empire are good ones, made by the same studio that made Mass Effect. If you liked GTA, you may like Saint's Row, it's basically a parody of GTA. L.A. Noire is a great one, it almost feels like you are the police in Mafia II or something.

Check out Dragon Age: Origins, Far Cry 3 or 4, and Saint's Row IV. May be somethings you'd enjoy based off of that list. (Or maybe the 2 newish Wolfenstein games due to you liking several Bethesda games)

Consider Dragon Age: Origins - it's a lot like Elder Scrolls with a bit of Witcher style relationship management

ESO I'm considering but how active is it going to be in 2 years? I'm a college student so I don't have much time to devote to it. Dying Light I also considered but I'm really not into zombies as I've had my fill with L4D2 and some others.

Dragon Age: Origins - Ultimate Edition: $7.49 (in the vein of Elder Scrolls)
Far Cry 3: $7.48
Tomb Raider: $4.99
S.T.A.L.K.E.R.: Shadow of Chernobyl: $7.99 (I recommend running the free STALKER Complete 2009 mod - http://www.moddb.com/mods/stalker-complete-2009 and the SC Realistic Weapons add-on - http://www.moddb.com/mods/stalker-complete-2009/downloads/sc-realistic-weapons-add-on)

Total: $27.95
That batch will keep you off the street for a while.

Also worthy of consideration:
Grim Dawn: $13.74 (not quite as well discounted as the others & not as much of a bargain)
Mount and Blade: Warband: $4.99 (something a bit different, but can be addictive and has strong mod community support)

I've gone through hundreds of pages ranging from top sellers, rpgs, open worlds, etc. and I still cannot find anything that interests me. I want a single player game that'll return maybe 50-100+ hours. Fallout: New Vegas is a good example.

why single player game? i play alot mmo games and most of the time i play solo anyway i only play with athers on eso only when i do dungeons or open world bosses got internet problems?
single player games always so short for me and i always end up wanting more but mmo games always got free stuff added and can always buy stuff like dlc to extend the fun
for single player how about dishonored 2 or watch dogs 2 forgot them
