I was trying to check someone's steamtrade reputation, on entering their steam profile url, it say's
"This account has been permanently removed."
I wanted to know what does this mean, Are they banned for scamming??

My guess would be that the user deleted their ST account on their own. It is a big red flag imho.

I deleted my ST account many years ago. I guess I must be a dodgy scammer, and not some guy who didn’t want to have anything to do with ST ever again, hmm?
The OP doesn’t even give us enough info for us to know how he even got there.

A deleted ST account is a red flag. If someone wants to trade with you and you see they deleted their ST account, you should investigate. In your case barter shows that you are not a scammer. But in case your potential trade partner does not have a barter account, or another kind of secure trading history, the red ST flag should stop you trading with this person.

Not sure about possible different wording between banned and users removed on own request. But even if it's just the latter, you could expect that the user doesn't want to be contacted because of trades on Steamtrades anymore.
To figure out the reputation of a user you should also check the account on other websites, e.g. https://steamrep.com/ and barter.vg.
Also - even though it relates to Steamtrades - calling out a user is forbidden. Thus you might want to blacken the account name in your picture.
