Total War: Shogun 2 will not install from the disk

Earlier I tried re-installing my copy of Shogun 2, but it does not want to install it from the disk. I'll insert it, and it will install components, the configure files and just start installing from the Steam Servers and not the disk. https://support.steampowered.com/kb_article.php?ref=5357-FSQM-0382
This solution did not work, nor did starting the download by directly clicking on my D: drive button. It doesn't even ask me to insert disk 2, nor does it download anything from disk one. Unsure of where to go from here, hopefully someone here can help me, thanks!

just download the game.
let your PC be on for the whole night to download it.

25gb. Won't work the whole night unless you have 300-999 mb/s or something.
