I mean I have participated in a lot of giveaways and not won any and I don't have enough money that I can afford hosting one, is there any way I can even win a giveaway?

So I've been hanging around here - more or less (less the past couple of years), because I used to buy a lot of bundles with one or two games I wanted and needed to find a home for the rest. My first few GA's were hit or miss - one public GA went horribly awry and I stopped doing public GA's ever since. But I did do a lot of forum giveaways including some massive community events... so I highly recommend the following:

1) give a few games away to get your level up to at minimum 1 or better 2 or 3 best. We're not talking AAA, super expensive games here....

The reason for this is that most GA's are Level 1 or 2. This means you'll be able to enter a lot more and raise your chances of winning.
Frankly, I only set my GA's to L1 if the event requires it - like the current Yule calendar event I'm in right now. My preference is a minimum of L3 because that means a member has actively tried to gift others and this community only works when everyone gifts.

2) look for forum events, trains and puzzles.

A huge amount of games are gifted in the forum (and groups but more on that later). Frankly I don't know what level a lot of these GA's are set at but you have much better odds winning one of these than public GA's.
You can also create forum GA's yourself and if you like, relate a bit about yourself and start to create a whitelist of people you like (and they might whitelist you for private GA's they create). Friends are a good thing!

3) enter for games you really want to play.

I really don't get why people enter for games they just plan to farm cards for... I mean really, we're talking maybe 50 cents if you're lucky.
Add games you see posted in GA's to your wishlist and update your account. Those games will then show up in the "wishlist" GA's area. It makes it a lot easier to enter for stuff you really want!

4) be polite and kind

I really cannot stress this enough. I've blacklisted winners because they've failed to thank me. I am a mother so if I'm like yours, she likely taught you to mind your manners. If you win something, thank the gifter.
Everyone has an opinion. And even if you think they are batshit crazy, keeping drama to a minimum here will keep you off blacklists.
Everyone has something going on in their life.... it's just life. So kindness and manners go a really long way.

I won my first GA after 6-800 tries with public and forum giveaways, and some puzzles. Made my own giveaways only afterwards - so yes, you can win before making GAs.

Yes. I've had winners that won 500+ but sent 0.

If you enter giveaway you have the same chance to win as anyone else who entered.

yea. the only perk making giveaways offers is leveling you up, as some giveaway creators put a level requirement, thus decreasing the number of possible entries. I won a lot of giveaways while level 0, you do not have to make giveaways at all. I suggest you browse the group recruitment threads and find one suitable, there must be ones that do not require you to make obligatory giveaways

Winning giveaways is not worth it. Believe me I know. I have spent ton of time on it.

But you can get most of the games you get here at dirt cheap prices as bundles. Fanatical .com is currently offering 11 game+dlc bundle for only 2 bucks. You can notice how most giveaways you see here are from this All stars 13 bundle.

You can spend your time more fruitfully buy doing something to earn money or you can actually enjoy playing the games you already own than wasting your time trying to win games. One word of advice, if you really want to win games you should participate in giveaways casually, rather than a chore. Take occasional breaks and then participate in giveaways. You will win games sooner than you know.

I guess you have no idea how probability works. You dont really need too much money to give away, just be generous and willing to look it up how.
