To your question, yes, through email or steam chat.

We recommend contacting the winner through e-mail and having them contact you through Steam to receive and activate the key, as there are sometimes issues with people having abandoned e-mail addresses registered, having abandoned the site, and so on, and once a key has been delivered and could be accessible to someone else, selecting a new winner is not usually a viable option.
