It's a giveaway site, so you have to make giveaways. A cheap game can get you immediately to level 1, by the way. ;)

Right now there's a very cheap bundle available. You get 46 steam keys for $1. One of those games has been given away free on the past, so you can't give it away on steamgifts. But the other 45 games can be given away. If you spend $1 and give away all those games, you'll start levelling up.
