so those who buy ROW copy on steam and want to give away a nonbundled game gets nonbundled CV for it and weird russian prices dont mess it up, especially if its -66% only and its an AAA game.

or if you want to keep current system then add different bundled lists for each different pricing region you allow giveaways for.

It is more frustration than hate. Believe me but RU/CIS were loved before Steam came down and used blanket region locks on all games. (Unfortunately, I joined the Steam madness just before Gaben did this so I didn't have much time to love you guys D:).

I used to care about cv until I joined Touhou. Those fuckers really hate joining my giveaways D: Still love them though :D.

Seriously though, while it sucks to be caught off guard, the more you give, the less you care about cv. I know that sounds a bit weird, but I believe I can speak for most high lvl peeps that we aren't exactly efficient when it comes to cv grinding. Just let it go and be happy that you gifted a great game to someone and made their life, for however brief, a lil' bit brighter :).

its easy to earn wallett on steam, i personally get about 20euro monthly on market with longterm investments easily, could be more but i dont want invest more there.I n cheap regions i could buy AAA games for it and progress a lot level here with those games, on other hand in my own region thats not enough for even 1 new AAA game, just every third month:-) As i see lots of high level from cheap regions, i guess they earning on market aswell and they can easily create giveaways with AAA games from those and progress on levels.

System is what it is unless you came up with a flawless one (one you suggested commented to be flawed either).

In the mean time if you're really concerned about CV, here's the way to avoid in the future: Install Enhanced Steam, go to Steam page of the game you consider to gift, check both cheapest region discount ratio and price history for the game also bundled status. If the game saw 90% discount on Steam store with %50 regional price discount (green downs), it means it will eventually get bundled.

Personally, I would love to see a perfect system in place, but such a one does not exist. Instead, we have "best option available" for our system, and it has been accomplishing what we need to accomplish. It has a few flaws, but it strikes a balance between being fair and being difficult to abuse. That does not mean there is no room for improvement, but the current system has been gone over and tweaked through countless discussions. I expect it will continue to be so.

The Talos Principle incident is an exceptional case. While I understand your frustration with it, one case does not constitute a trend.

well, i slept allready once i said that, and iam not so frustrated anymore, its still a decent game and it will make someone happy because the game is just awesome.

I still dont want to delete the topic because the community looks pretty divided in this question and perhaps this will lead to something better.

On other hand i think ill never use my wallett for gifts here, only just to gift to random friends like in past and ill distribute only my indiegala extras here because there i buy allways on happy hour to give gifts to friends or here for randoms or other bundle extras.

That's exactly the problem. With things as they are, it encourages people to keep good gifts for friends, or GA groups, and the site just becomes a dumping ground for unwanted bundle keys - the exact thing that the CV system was supposed to stop in the first place.

Was it really what the CV system is for?

You know the common issue with public giveaways? Regifters and people unactivated wins. That's what turns most people off from giving good games on public, it's a gamble. You can check easily for it now but for a long time it was quite tedious to do that a lot of people didn't bother and a number of individuals abused it.

Also, why shouldn't I have the option to keep good gifts for friends or groups I know are full of people that are nice or at least would appreciate it?

I took the same exam as others
If teacher gives me a bundled score even I did a great exam I would feel bad.

Even we do it for gifts if there is an outcome as CV I do understand why people also concerns about it.
Because almost everyone would like to get appreciation fairly and it's an appreciation system.

I am aware bundled cv value or not allowing to give away a game once given free in lots of quantities are for
protecting us but it has it's thorns too.
You can't giveaway secret ponchos because it has given on somewhere. (Or maybe I typed wrong)
But I bet there are many people who would like to have it as a gift too.

System has it's ups and down and instead of telling people they are bad becuase they also
think about CV we should consantrate on how to improve it.

**Steamgifts is a wonderfull web site and many people show lots of effort todevelop and run it well.

I'm really missing the poll option for "Get rid of CV entirely".

And since subject seems to come down to ROW vs. locked regions every time it pops up, maybe adding a "ROW-only" region for users who are outside of the region-locked regions would help ?

Of course in a perfect world, there would be no region locks period. But that's just wishful thinking.

Problem is the removal of region locked GAs will just bring what was in place before that - ppl making region-restricted steam groups and just making ROW GAs in these. even if you'd make only less CV for region-restricted GAs - ppl would still bring their GAs into group or private GAs to get full Cv - and then how do you want to differentiate which GAS was ROW and which was not?

The way around that would be count group and private giveaways of those games as bundled.

EG
Game A - on the bundle list in RU/CIS because of cheap prices there:
Given away as a region locked RU/CIS game? gives bundled CV
Given away as a private or group giveaway of any kind, including ROW or any region? gives bundled CV
Given away as a pulic ROW, or other, expensive enough to not put it past the 95% threshold region giveaway? gives full CV

Someone still could luck out every now and then by giving away locked games in public and by chance, someone in that region winning it but overall anyone trying that would soon rack up a bunch of not received giveaways and either out themselves or simply run out of slots.

Not talking about all games. I only mean the ones that for example go on a 80-90% discount on Steam but Steamgifts puts them on the bundle list anyway because 90% off in certain regions (usually Rus/CIS, but can also be South America) is more than 95% off compared to the base price in the USA Steam store.

Right now if you make a puzzle or forum GA for the above kind of game everyone would get bundle CV anyway. That wouldn't change in my suggestion. Puzzles or forum giveaways for games that weren't on any list because they never hit that kind of discount would still give full CV as well, absolutelty no difference. The only changes that would really be seen would be getting full CV for non-region restrcited public giveaways of these heavily discounted kind of games.

Games are currently being added to the bundle list because they hit that huge discount in one part of the world, and those games bought at that price are all region locked yet the bundle list affects every copy of that game no matter what. If you had a ROW gift of such a game and it therefore couldn't have obtained it at such a cheap price then I think it would be a good idea to try and figure out a way of being able to facilitate giveaways for it that sees the giver get full CV.

My suggestion would hopefully encourage more giveaways overall, and whilst I agree with those who say people shouldn't be too worried about CV, it's certainly my perception that it is a big carrot that encourages people to give, or at least give certain games. I read earlier that The Talos Principle hit the bundle list because of this kind of thing, and unless it actually appears in a bundle soon I believe that the number of giveaways for this game will be vastly reduced.

I also think that with all these new regional currencies that are being introduced on Steam that there's a danger the bundle list might grow rather quickly because a game could hit that 95% threshold versus US base price somehwere on the planet more and more often.

i rather that people only can make GA for locked games from his/her own region. so for ex: people not from RU/CIS can't make ga for games that locked for those country, but people from those countries still can.

public profile required for sgifts synchronizations. lets change a rule and add, that everyone on sgifts should use the flag on their profilefor their location and synch remember that and could be changed only every quarter year, so yes, they could still exploit it that way to change it to ROW region because system wouldnt allow ROW gift giveaways if on ROw region, but then they cant enter RUS/CIS giveaways because system thinks, they cant activate it anyway.

And yes, they could still give away key, but keys usually from bundles and those on ROW bundle list too.
