There's only one game which fits that description which was also my first guess. However, I am inputting it exactly as it shows on Steam and it still keeps claiming it is wrong. Can you check?
Never mind, figured it out. I'd agree with fernaduel that your hint could be misleading though. I'd suggest wording the hint so that it directs at how to interpret the answer instead.

To get the second hint (there are lots of heads), I'd say that you'd have to have played the game, yes.
I didn't use the first hint, but the nature of it suggests that if you can figure out the developer you can guess the game without having played it (it's fairly popular and you've probably heard of it at least).
