Nope, feel free to make a GA for it. The system will see you already have the game on your account and you'll be fine :)

You can give it away without problems! Technically regifting isn't rule-breaking, but it's not activating your win. So as long as you activated that key you won you'll have no issues.

There is no automated system. Also, if you win something and activate it, it's fine to give away another copy if you acquire one.

you can do 2 things:
create a giveaway (and get cv :3 ), you already have the game in your library, that's not regifting,
or ask the ga creator for a reroll and give him your key. just be clear and explain what happened because since the key will be different, he might or not believe you.
