Someone from Russia won one of my giveaways but...

...it clearly says "This key might not work in Germany and RU/CIS regions, refrain from entering please."
Should I ask for re-roll or I give the key to him?, anyway I'm not sure if it can't be activated in RU.

What I do?

View Results
Re-roll.
Go to Russia, and burn his house.
Pray for God's help.
Give the key to him.
Give a potato instead the key.
Give the key to him, it can be activated in RU.

hopefully with your description in there you will be granted a re-roll, keep us updated as I have similar giveaways going on now and am hoping to avoid this headache!

Description alone won't grant you a reroll. If you give away a region-restricted game, the giveaway must have proper regional tags applied during giveaway creation. This is done to reduce the amount of rerolls needed in order to reach an eligible winner.

Create a Request New Winner ticket and we'll take it from there.

Then it's decided on a case by case basis. Anywhere except Germany means that only a handful of entries will be ineligible (5% if we are to believe the stats). In this case we usually allow the reroll, if the winner agrees to it.

you can't reroll if you made an unrestricted giveaway.

ask him to let you reroll, delete the giveaway, or just deal with the not-received giveaway.

We're clearly free of script-users, as it was an invite-only giveaway.
This means you stumbled upon a person who can't be bothered to read...
Ask for a re-roll, then blacklist him/her, as well as any other entrants who broke that rule, for both this and your other giveaways with similar restrictions.
At least, that's what I'd do...

There's some tools to avoid region locks on steam keys.
It's against steam's rule, but I saw many users did activate them and got along with the risk. He might have wanted to use the key, properly or not.
