Edit Thanks for the tips. Gonna let the winners win :P

Seems a bit unfair to other users that the same person won two back-to-back.
Wondering if I should submit a ticket or not..

No, there are no rules against people getting lucky. You should be asking the winner to fill out your lottery ticket.

yep. perfectly normal. especially if you have low entries on GAs.
why, I myself have won 2 GAs in a row from a single user! granted, I was the only entry on both but I'd say it still counts...

Were all these made with an expiration of 1 hour? I had users win 3 of mine at a time, I think even 4. I haven't made any giveaways that end in 1 hour but I think after you make a giveaway, it takes 15 minutes or something like that to actually put it up and show it to users, so that already reduces the amount of time you have left, and many of these are games in current bundles so quite a few people have them so it's quite possible to find that right moment and you actually get lucky.

But no, I don't think there's anything strange here.

The best way for you to avoid this is to spread your giveaways at different times and even different days, and you could even do them in different regions if you want to make sure different people get them. you can even whitelist people and maybe join a group or two or even make one and post through there limiting access to certain people sometimes and allowing access other times.

Good tip.
Yeah, they were an hour, but with about 150 entries each, the chances had to be somewhere around 1:300, and while possible seemed weird at the time.

https://en.wikipedia.org/wiki/Birthday_problem similar to this case. People tend to underestimate the likelihood of such cases

The multiverse doesn't operate on fairness.
