I was getting something like that on an unrelated site over the last few months randomly (more often than not) while every other site continued to work properly. Sounds like that's proper broken. I removed scripts and any VPN and it wouldn't resolve, so I ended up having to pay on CC usually.

Could be a regional thing. I always use Paypal on Fanatical, including this past weekend, without complications.

With most legit store fronts if you use a VPN it will cause issues for purchasing a lot of time. Some stores will also flag the account if a VPN is detected. It can cause people to lose their accounts, especially if it's against their TOS. Even Steam does that, if you purchase anything from the Steam store using a VPN you can lose your Steam account.

I can confirm something similar.
The checkout page loads with the "Secure Payments" section and a space to enter a credit card.
Then after maybe 2-3 seconds, the "Express Payments" section loads in, which includes both PayPal and Google Pay.
So the delay for me is not nearly as long as the delay you're experiencing... but there is definitely a delay.

Browsing threads, it looks like people are having problems with Fanatical and having the option for PayPal for payment.
This started to happen to me a bit ago, around when the latest round of bundles were released. I thought they removed it, or something else happened.
But, oddly enough, one of the times I was sitting on the payment page, trying to figure out if I missed something, and after about 5-10 seconds, the PayPal / Google Pay options appeared under the 'Pay with Card' button under the bottom. Plenty of time after most people would give up looking and just proceed to pay with a card.
I'm not sure if it's intentional or just a bad script that only loads the options once the services are verified available, but there you have it.
I think they recently updated the layout and fudged something without really knowing.
Can anyone else here confirm it happens for them? If so, anyone dealing with their support can inform them that's the case. They might take the issue seriously rather than an end-user issue if enough people realise and report what's really going on. Though, I've been asking them for years to add a 'View on Steam' link to each product on mobile oages, like they have on the desktop version, but, yeah consistency doesn't appear to be a priority for them. 🙃
