Yes, since prices can be very different, i.e. game for 100RUB can cost 10$ (~800RUB) in other regions, so Steam will not allow to gift such game.
Here you will receive +10$ for your sent amount (game unbundled and with "full" value), because all prices calculated here in US dollars.

Sadly, yes.
If you want to give a steam gift to someone who is from another region and whose steam prices are at least 10% higher (= yours are at least 10% lower), you can't.
As you are from Russia, you are from one of the regions with the lowest steam prices and thus can't gift to users from most of the world.
Because of that you have to mainly use keys to gift games or you have to make region restricted giveaways.
