If its just not available in your store, then you can still activate and play it, if it's really banned like Hotline Miami 2 is in Autralia, then you won't be able to activate or play it.

For 1 game in the bundle I get the following message from Steam:
This item is currently unavailable in your region
edit: I know of people in my country that play it on Steam, so I'm not sure if it's banned or something else.
