I just dropped from Level2 to Level1. Is that possible, what caused this?

Game values change depending on how much they cost on the steam store. The bundle list is also updated retroactively, so your cv may also drop if you had made a GA of a game that was in a bundle but not added to the list yet. However, if you give away a game and then it is bundled months later, you will still get the full value for it.

Well, no, I was just trying to write a concise answer. The way it works is:

Let's say you give away Game X (cool title, I know) on March 1. Then on April 1, the game is put in a bundle and you give away another copy. You will always get the full value for the first giveaway, since it was before the bundle came out. However, since the second GA was after the bundle came out, it will count as a bundled game and give 15% value.

This will be true regardless of whether the bundle list is updated within a few days, or months after a bundle comes out. If a GA is created after the bundle is released, it will only give the reduced value for your account level.

I think the games that have 95% off discounts are added to the bundle list in some cases.

So if you made a giveaway for a game you got in a bundle but the bundle list wasn't updated until after the GA ends, then you would initially get the full value for the game. But once the bundle list is updated to include game x, it applies to all giveaways of game x from the time the bundle started, so the initial full value you received would be reduced to the 15% value that bundled games receive.
