There's a bit of extra story content. Most of the DLC is cosmetic or cheat-like stuff.
That being said, I suggest buying the full package. If you buy the base game plus both story DLC, you're paying 1.34 USD more than the price for the full package.

And I just noticed that Genkibowl VII is also a story DLC, for another 2.37 USD. This bumps the price of BASE + 3 STORY DLC up to 20.70, which is 3.71 more expensive than the full package.
Furthermore, the price at 75% off is 12.49 USD. This is a savings of only 4.50 USD. Sure, it'll come up on 75% eventually, but soon? Never guaranteed. You might end up waiting until this August when Saint's Row 4 comes out.
