So basically, for like few months my PC was making this noise, I thought my old GPU was making it Ati 6950, but not so long ago I've received GTX780 and I know it shouldn't make this kind of noise, and it's running ultra cold so yeah.

If you mean the electic whine, it's probably the PSU.
You could probably buy a new one right now: if the sound is new like you say, there's a good chance it'll just stop working by the end of the summer.

Well, I can't really explain it, I've recorded it, it's in description.
I'll look into it, but, there are only these stupid ATX PowerLC PSUs in area around me. :/
If you or someone can recommend me some good but not so expensive PSUs that can power GTX 780 so I can try to find them around here, I'd be really grateful.

It could be an electric whine from the PSU or something like that, or it could also be a fan scraping or hitting something. The first thing you should do is take compressed air and blow out the fans on your PSU and system. That may alleviate the problem. Second I would try unplugging cables from the power supply, excepting those going to the mother board, and give it a boot, and see if the sound comes up again. If it persists, the problem is with the PSU (probably). Try replacing the PSU- if you have a spare computer you can test the PSU out of, that could work to isolate the problem.

Well, might be the PSU, my computer was doing a sound similar of a wire hitting with a fan, i was looking like crazy to find it, i even opened the PSU to see if that was the case, it wasnt.

Dusted the psu and stuff, but the sound wouldnt go away.

Turns out that after like 2-3 months my PSU died. It smelled bad, basically it burned.

I still dont know what else was damaged on that pc. I basically got another one (was going to anyways, this just rushed the process a week).

But yeah, might be the psu.

Yeah, I can't really tell right now, but it probably was PSU, I cleaned whole PC and changed PC case and it's gone.
I'll still try to find a better PSU. Thanks everyone again. :D
