Well, it's a psychological tactic that works on people.

because if every day is a sale, no day is. it does explain the insane price jackups all around a steam. never had any plans to sell at that price

Yeah, there is also the game shows up on the Steam Sale pages if it has a discount. So, games like Factorio could've sell more if they were going from $60 with a 50% discount. However with no discount policy, it's more simpler I guess. If someone gonna buy it, they won't wait for a certain time. But they don't need visibility, a lot of games do.

And then, there are $50 + 90% discount trashes.

Well, depends on a region. Ukraine has one of the lowest Steam prices. For me, buying directly from Steam with the highest discount is ~30-60% cheaper than the highest Fanatical or Humble discount. Humble bundles are quite good but still pricey, except Humble dollar bundles, but those became extremely rare now.

Metro Exodus for example:
Steam EU: $6.40 with -80%
Fanatical: $4.50 with -85%
Steam UA: $2.70 with -80%

gabes literally a billionaire, he could easily afford better sales. idk why he wants to sit on his money, not like he will live for another 20 years. so why not just make his platform better?

Because devs/pubs set prices, not Mr. Newell?

gabe literally sets his 30% fee to all devs and pubs, he is 100% rich enough to drop that down. that would turn a $70 game down so freaking much if he lowered his 30%

Epic Games Store touts their max 12% cut for any game, and yet I'm not aware that any game rolled out there and Steam has ever been priced lower on EGS.

Feel free to share such a game here though. isthereanydeal.com would have proof.

Mr. Newell makes recommended regional prices for all regions. This is the benchmark for 99% of developers/publishers. So yes, to some extent, Steam sets the prices for games (except US).

Best sales were the Autumn ones (that consistent with Black Friday things), and there were also flash sales where you can get real historical lows. Now it's just the Winter Sale is the best but sometimes you can find better deals on publisher sales throughout a year.

My personal favorite is the Halloween sale, even if nothing special really happens during it, but I'm just fond of it due to the theme. From the given options I would vote for Summer Sale, because of the event cards and general "whimsy" of it. Admittedly when it comes to prices, the sales don't differ from each other nowadays and there hasn't been any good deals for a long time.

The best sales were before 2016, the best one ever being Winter sale of 2014. Still remember that one quite fondly. :D
