I don't think that counts as a single game since you have to pay the price of 10 games to get features purposely left from release via paid dlc. Paradox makes some good grand strategy games, but their dlc business model is a bag of shit.
I've put many hours into their games and I still feel pissed off. And now I'm stuck in the HOI4 DLC nightmare.
Whats worse is, they add insult to injury by basically stealing mods and incorporating them into the base game through a DLC that you now have to pay money for. Unbelievable!

Personally, I believe Paradox is one of the few companies that does DLC correctly (at least in regards to CK II). Owning all of the mechanic DLC (none of the cosmetic is necessary) is akin to owning CK III. However, I'm pretty sure we've discussed this exact topic before so I'm not going to try and change your opinion. We both simply have different philosophies regarding DLC.
In the least of cases, people can pick up the base game on the cheap or in a bundle and get a relatively competent view of the game as a whole (with the added benefit of additional content that was patched for free due to the support via DLC buyers).

Ruler Designer - that is a standard feature in pretty much any game ever created... putting your own custom name in the game SHOULD not be DLC. How can you defend that?
Then you talk about cosmetic packs that don't effect game play as if that makes it ok. I personally won't buy them, but again, those art packs should have been in the official release of the game.
When an official release game isn't completed until 2-3 years after release, like all paradox titles, then there is an issue. You seem to think there is no issue, while I am not happy being conned into purchasing a steam early access release labelled as completed all while the updates that should have been included are now being sold as extras.
Take HOI4 for example... basically a whole slew of nations are playable, but 99% of the nations have a generic focus tree, the tech tree has generic naval ship portraits, the tech tree has no portraits for jet engine aircraft, etc. And that is the condition even after the first DLC expansion.
It is complete bullshit period.

I understand (and also agree with) your argument for most games. However, the average playtime for CK II alone shows that it isn't a typical game. Closing in on a thousand hours myself, I've certainly received my money's worth of enjoyment and more.
Again, I'm only speaking for CK II here and for all I know you may be spot on with HOI4. But for me, the model makes sense: let the players vote with their wallets. How else could new content continue to be developed for a game 5+ years after release? It's unfortunate that a majority of videogames abuse DLC to the nth degree, but I am overall satisfied with CK II's approach.

I finished the game and its DLCs. I plan to to play again but after I finish WItcher 2 and import a save from that game to get the extra changes in WItcher 3.

You mean the reboot? I think it's a complete cancer that should never be called "Devil May Cry", especially in this stupid way "DmC". I would be completely fine if it was a different franchise, I would probably even have played it. But it is unforgivable what they did with one of the biggest and most well cared for franchises. It amazes me how much of a big group of idiots had to approve this and make the game. They even made it in Unreal Engine 3, just to add more salt to injury lol (DMC is not a game that can possibly be well made in UE3). And that hair joke? Nope. Bad idea. I hate them for it, and many other people do. I never did and never will buy a game involved with "Ninja Theory", solely because they are the responsible for annihilating one of the best franchises ever. And yes, I know it was Capcom who asked them to do "something different", and I'm sure they could have done a better job. You don't need to insult an entire fanbase just for the $. And, considering the entire game, in every aspect, is an insult, I'm not the only, let's say, "not supporter" they got. 90% of people who like that crap never played the previous, real, Devil May Cry games.
