Possible but incredibly unlikely. There is a good reason they're random keys. Retailers have to offload junk keys somehow, and they do this by essentially making a huge cake out of cigarette butts, used condoms and beard trimmings, but then hiding half a ham sandwich in the middle. They then say "Hey, come get a really cheap slice of this cake, there's a chance that your random slice WON'T be yellow snow and shredded newspapers!"

People always fall for the gamble, so sites keep doing random key sales.
Even in the event that you get something that is utter garbage that you'll never play, people often then go to steam to check out what exactly the game is, see the undeservingly high price, and then decide it wasn't so bad. They spread the word because "Wow, I got this £20 game for only $0.20!", utterly oblivious the game was in the bottom tier of an old bundle, or given away free at some point, or has crippling issues like no activity in a multiplayer-only game.

I've gotten a Warhammer 40K game and Mass Effect Trilogy out of these. Just bought a 10 pack and got all junk but there's a nice find every now and again

100,000,000 copies of Bad Rats.
10,000 copies of an 'okay' game that was previously on a steep sale (Ryse, Payday 2, etc)
10 copies of a 'good' game just so that they have people to echo back "ERMAGERD I GOTS BATTLEBORN"

There is a reason they do blind sales like these, and it's not a form of charity. They have to turn a profit, and they do this by having an overwhelming stock of garbage keys that were either free at one point, farmed from bottom-tiers of unpopular bundles, or obsolete due to 'gold' editions. If it doesn't sell at all, it goes in the free key padding.

Gambling can be fun, sure. Just don't expect anything, and accept that your fun is massively overwhelmingly likely to stop after you get your receipt. :P
