You should only enter to win giveaways for yourself, and if you win a game, it must be activated and redeemed to the Steam account used during registration.

Doing what you describe is called 'RE-gifting'. It is against the rules.

You can learn from others' mistakes by not doing this. See Here

Also, if you win a game; it is best to add it to your steam account as soon as possible to avoid problems.
