Send the person an Email, or comment on their Steam Profile Page. Friend invite, so you can chat and work it out. For me, i've emailed instructions and links to the "View Won" pages, to make it easier (For those that don't know how to)). Use google translate if they speak a different primary language. Anything that makes it easier for the winner, and polite/respectful.
If they have redeemed the game, and are clearly active on their Steam/Steamgifts account but are just not dealing with you "Receive confirmation", then after a week or two put in a support ticket.
