Seems like a good idea but as others have pointed out the $100 thing and bots and such it could be very difficult to find members.
What if you made it so when they win a game they have to prove they're playing it/played it. Achievements, screenshots, reviews and such within a certain amount of time winning the game?

Eeek, I'm under 200? Lol. I've only been an active Steamer since June, but with bundles and Whatnot, my game library skyrocketted. I think a lot of those may be F2P games, so not counting those I'm probably under 100. Maybe not, who knows. All I know is it took a lot of effort from me to actually hit that $100, being a newb, and unaware of the whole "bundle" concept, very many of the games I was buying were bundled at some point, so it really surprised me after I had spent $50 that my account was still valued at $0 =o
Anyway, sorry for the long winded post, and maybe wasting your time, as I'm not sure if I qualify, or where to check

So I found my library count! 119, so I'm juuuuust out of range. Anyway, I appreciate your effort, as I always hope things I giveaway go to good use, whether on Steam, the net, or in real life, so I can applaud and understand that! =]
