I assume they just don't understand the more intricate parts of how Steam works.

Many developers and publishers don't. That's why we so often see improperly set-up promotions, like games that are intended to be Free to claim for a limited time turned into Free 2 Play instead.

Unless a game violates one of the Steam's TOS, they never remove the actual files...
You can still download Dead Island Epidemic for example, which was closed in 2015 and it's unplayable...

So yeah, i think you're right!
They just simply doesn't know how it works. Or forgot...

I think I remember 1 single case where some obscure 1 person Indie developer had a meltdown, removed the necessary files and changed the logo to some sort of Fuck you but even then Valve acted quickly and reverted to the previous, playable version within a week.

At least as far as I can remember

I searched a bit out of curiosity, and I could find two games that were completely removed, that weren't some sort of cryptocurrency farming scam.

Although that they removed the game from Sale and shut down the official servers doesn't necessarily mean they also wiped the game files from Steam thus preventing user to still download a no longer playable game.
As bbankrablo pointed out you can apparently still download Dead Island Epidemic which was shut down in 2015.

I think it's mostly an adademical question because I doubt neither of those 2 games still has a community to keep it alive but the question if the game files are still available might be interesting when it comes to hosting user created servers.

I haven't played on a Free Shard since Ultima Online more than a decade ago so I don't know much about stuff like that 😄

Oh, I'm perfectly aware that defunct games can still stay in your library, I still "own" Firefall to name one. I specifically searched for games that were >completely< removed, hence why I used that word - both of them had their necessary files removed and became unaccessible from user libraries and were wiped from history of ownership.
In case of Broomstick League owners received a full refund, as for the other game... Valve didn't allow refunds back then, apparently people only received their money back (for their Steam Wallet) when they threatened Valve with legal action after writing to their support.
