At least the New Order, if I remember correctly, is one of the few games that are "run locked", as in you won't be able to launch them from a German IP, at all. That would leave VPN and piracy as the only options. If I was living in the censorshipburg I'd probably buy the gimped version and pirate the uncensored one, that seems morally fine to me.

Certain games entirely prohibit downloading or updating from a German IP; As far as I'm aware, that "lock" (unlike region purchase locks) never disappears. That said, games with that kind of lock typically list a warning to that effect [Example], which I don't see on New Order.

I can't exactly test that, but I know past comments on SG have indicated that the IP-lock is a real thing (whether or not Off the Record actually has it).

There're IP locks, for activating keys, downloading and running a game, differs per game, it's all rather un-transparent.
As far as I know DR2 Off the Record doesn't have such locks (anymore?), despite that warning.
Wolfenstein (but only the newer ones since The New Order) has the whole gamut of locks for Germans, but they disappear after ~90 days collecting dust in one's library.

As I understand it, New Order has absolutely no content cuts in the German version (apparently not even violence reductions), just swap-outs of Nazi symbols and mentions [to Wolfenstein symbols and "The Regime"]. So I'm not entirely sure what the real point of pirating or VPNing that specific game would be.

We also only get a German voiced version. I never play a game (or watch a film / read a book) in German if the original language is English, so this is something I really dislike in this game's case. I can live with the other changes for our version, though I'd still prefer the international version.

  1. buy an uncut key via humble or any other store (use VPN) not via steam, no gifts
  2. activate the key via the steam webpage (use VPN)
  3. wait 90 days and the region lock will be lifted.

Don't play any game or buy anything on steam while you use the VPN!

Some stores, like the French and UK Storefronts of Gamesplanet as well as WinGameStore allow the purchase from within Germany without the use of VPN. But you would still need it in the next step to redeem the key.

weill, it is legit to move to a different country and activate a game...
So if you are from germany it would be not a bad idea to use a vpn from a country around germany (and it might be wise to not use a key from a different price-region)

Has anyone ever got into trouble for using VPN inside the same region or to a more expensive region? Don't think Steam really cares as long as nobody gets to pay a cheaper price.

There are a "lot" of people from iran for example that only can use steam with vpn

only heared stories about bans/locks when people used VPN to buy cheaper in steam store (other regions)...

some people said they got hammer after activating too much russian keys via VPN, but don't know if that is confirmed somewhere...

i use VPN sometimes myself and never had problems since i do it rarely and only for censored games...

in case of Wolfenstein i think i will go for the german version because i love how they made "The Regime" instead of Nazis... i would say this is the most perfect cut i can remember... i know that some people from other countries try to get the german version to enjoy "The Regime" too... :P

I can confirm that a friend from Germany bought Wolfenstein New Order and Old Blood keys from kinguin and could not activate them with his German ip. He activated them via VPN with a US IP, both games could be downloaded and played 88 days after activation with a German ip.

Swiss user got both versions (international + German) I got the uncut pack, waited 90 days, now it works good.
