Because everything is always more expensive separately. The "complete" edition literally is a "package deal". Get em all together, and get a discount. Forces a user to decide on getting a good price for all the content up front, or buy the base game and maybe buy the additional content later. Its how every package deal works, and if it doesn't then its not really a "package deal".
EDIT: Examples: Borderlands, Fallout 3, Mortal Kombat, Batman Arkham City, Elder Scrolls Oblivion, Mass Effect 2 (PS3 edition), Orange Box, Oddbox, Half-Life Pack, Counter Strike Complete, Valve Complete Pack etc etc etc

Actually, AU and NZ prices are almost always much worse than those in Europe. LA Noira is a rare exception.
Take a look at the Australian Steam store and weep: AvP is down to $8 from $40 (!), Max Payne is $90.
(Just to clarify, I'm from Europe, too, and I hate that we usually have to pay as much or more in EUR than our US friends in USD, too.)
