It's essentially a cheat, so it's not included in the SR3 Full Package. Fortunately, Steam now allows users to disable individual DLCs, so there's no harm in owning it.

I don't own the game but I think on the second link it should be a "add to library" or "buy" button.

For me there was no button like that on the second link. I had to go into any one of the individual DLCs and hit the download button there and then it added the whole pack

The button didn't appear on the sub page for me, had to go to the store page for one of the DLC and then I was able to add the pack to my account.
