I would be intereted on the exact % too.
I can give you from others and my tests, that 40% of the level 0 accounts, that entered our GAs, thousands of accounts, in the span of 1-2 years, had unactivated or multiple wins.

When are scripters when you need them?..
In theory someone could make 1 to check member names 1-1 and then make that calculation.. I think?
And then sort them out by level?
I'm not surprised on the % of the lvl 0 accounts.. But from those posts I'm surprised at the above lvl 0 accounts that have them..
And the "I cleared it with support" doesn't really count.. Had you cleared it, it wouldn't still exist..

When they get punished, it doesn't change something on the red mark on sgtools.
So that mark will forever exist and yes that means that it is needed to report each one, that the support needs to check each of them if the infraction was already served or not.
And yes, cg made there a big pile of sh** that make all a lot of, unneeded, work. Besides him, that isn't able to program a, direct, automatic checker for the won games -that would lower the work for the staff .....and limit the unactivated wins etc. drastically-.
For the ones above level 2 can i say, after for sure 7k+ user checks that, over the thumb, 10-15% have red marks on sgtools.
With nearly only public GAs you will have for sure, more likely, 20-25% with red marks.

I meant it more literally. Say you win the same dlc from the same creator at the same time. You can delete that (obviously if you opened only 1 key).. Or, even if you served "time" for inactivated win, had you activated the game at a later time and sent to support it would also go away (the red mark).
"I didn't want to give to the creator a red mark" -> yeah ok.. for how long?.. And without a reason.. (unlike not released games which imo is the only reason to have an inactivated win/no feedback -> come to think of this.. why those don't get a different stat? Games not released yet and having crazy time ahead)
It's minor fixes to change a few things and make a lot things easier (how sg sees stats)

You mean the winners? With only public ga's from my little experience it's a lot more than 20-25% xD

Is there some way to see the % of this? (% of inactivated wins across sg)
Or it cannot even be done? You have to check manually every single game someone won?
