Did you get the gift after redeeming a Frozen Synapse Prime steam key? If so, it being region free or locked depends on where you were located when redeeming the steam key.
For example, if I activated a Frozen Synapse Prime Humble steam key and I lived in Russia, the gift generated would be region locked.

The fact that I don't remember the origin of this key doesn't help, if there's no way to check that info I guess that I'll just give it to some friend instead.

There is also one problem - he is from Poland. While we don't typically have region locks, a few games (like Bethesda ones) have a RHCP region lock (Russia, Hungary, Czech and Poland I believe). So he can't be certain, if it's ROW or RHCP.

At least in the thread about the bundle back then people claimed that the region lock notification is wrong and it can be activated everywhere but I can't 100% verify that because I traded mine to somebody rather close from where I live.
Edit: Unluckily it's not in this one and I can't find the right one.
