Nice one. Didn't really try to solve the puzzle and would probably not have managed it anyways, due to the lack of hints (the given ones are not really helpful, imho). It's funny, though, that the permutation part seemed so difficult. It was the only thing I got right :>

The intention was to use the first letter from the name of the first city, second letter from the name of the second city, third letter from the name of the third city, etc. Case mattered, which is what St. Louis and Baton Rouge were included in the middle and end.
Hints:
I had planned to give more hints, but people were solving it quickly enough, and I had planned for around two dozen or so entries.
