He's just using most basic translation known here.
Holidays here means mostly "time during July - August when you don't have to go to school". It means also "holy days" (in religious sense) and "free day". So we have "wakacje" "święta" and "dzień wolny" and they all translate into "holidays" in english. That's why he's using this "holidays are in the summer" argument.

It will never be named as "Lord Jesus Holy Christmas sale", because not only Catholics / Christians can buy stuff during it. It's open for Muslims, Atheists, Buddhist and so on. And I think it's a good thing, that way it doesn't make anyone "superior" to another.

It doesn't start exactly when Christmas does (sale - 22nd December, Xmas Eve - 24th December, Christmas Day - 25th December).
The only coincidence is that long time ago in european (and american) mostly-christian culture we had free days during end of the year to be able to attend religious ceremonies. And because Valve is USA company they make sale when their citizens has got free time. If Valve would be company from Russia, we'd have sale in January most probably.
