- go to the page https://store.steampowered.com/account/licenses/
- login
- open the DevTools ( ctrl+shift+k or ctrl+shift+j )
- type AddFreeLicense(604503) and run.
- make sure the game is at the top of the list.

Reset team store preference to a country not Germany. Should help you bypass such restrictions. if you pay in Euro then no issues.Or create an alt account not locked to Germany simple to play such stuff free.

It's not forbidden in Germany. Valve is just too lazy to implement a proper age verification on Steam for German customers demanded by the German government for sales of 18+ titles.
