It might help to know why you were black listed.

You have to make a Sykrim giveaway first. After the winner received the game, you can have your Dota.

There are several Dota 2 bots. I don't know if they share a blacklist, but just search 'Dota 2 dispenser' on the community player search.

If you already own it or have already received a copy, you cannot get another.
