It's a bug. Check the Steam store page, no text, no special widgets and shit? No summer sale. It's not official in any way.

Even after a permanent discount Bethesda still wants to screw over people who waited just for the base game to be heavily discounted.

The golden rule for Bethesda games (Fallout, Elder Scrolls, Dishonored) is that you buy the Game of the Year (GOTY) edition of the game; the GOTY editions have base game + all DLCs.
Buying the standard edition and DLCs seperately will cost more than buying the GOTY edition; the DLCs are barely discounted and a few can go for around ~$20.....beware!
