It's going to be free to play, so yes (actually freemium-ish, you can buy booster packs with in-game gold or with real money)

Reselling keys is a bad idea. If you don't activate the key right away there is nothing stopping the dude that sold it to you to use it.

That was one month ago. It's done to $25/30€-ish right now. I remember when I first looked on ebay (probably like 2 months ago), they were going for over 300€. And some of the very first keys to be sold on ebay made it for over 600€ apparently. For a game that is going to be free to play.
