Before winter 2015, every Steam sale used to have huge price cuts (like 90%, 85/80%, sometimes 95%) and you could go on a buying spree for hundreds of dollars because you'd get lots of games for that value.
They changed their pricing and sale policies, and since then, prices because shit (although vicious from a marketing stand-point, this will be bad for most people on the long run):

These sales and prices cuts, are now not only lower by consequences, but also way less important: the best you can get is usually 70/75% but mostly it remains at 50% even for older games like GTAV, Wolfenstein, Call of Duty etc...
But luckily there was still great Humble Bundle and G2A to get keys at their cheapest. But it seems that since a few weeks or so, as soon as G2A got updated with it's new interface and localisation, prices are now shit on G2A too, which is even more of a crookery since most game come from bundles.

So from what i read here you are saying base price of any game on steam will be the same no matter how much time passes? Ex. Witcher 3 will still be 49,99€ in 2045?

If you use a price tracker, you'll see that games do go down in price over time. Ubisoft cut the price of several of their more recent games, like Assassin's Creed Syndicate, The Crew & Anno 2205 by between $10-$20. MGS V also had a considerable price cut just recently.
We don't see rapid price decreases, but they very much do happen.

The big games generally did not reach such high discounts. In fact, if I were a betting man, I would be willing to bet that we're actually seeing more steep discounts nowadays than we used to. It was not long ago that an 80% discount was considered a big deal, and 75% was considered to be about as high as it got for most games.

Yes older games -used- to get decreasing prices, but now most of the game, some having been released 2 years ago didn't get one decrease in price like GTA V or The Witcher, it's not all the games.
But the result is that price cuts and deals are nothing compared to what you used to get with older sales, 100% of my friends and Steam contact stated the same things: price are so different and unadvantageous that their is often no point in buying sprees on Steam.

Prices of games drop when they're no longer expected to sell at their higher price. This is why we've historically not seen any major price drops on CoD titles, because they still sell, while games that did not do as well as CoD, well, they dropped in price faster. This has not really changed.
Neither The Witcher 3 nor Grand Theft Auto V were released 2 years ago, they were released 1 year ago, and both games are expected to sell well due to being very high profile titles that are very good and have got a lot of good press. Those two are of the type that you would expect to retain a high price for a while.
Basically steam follows a typical market structure. Things that are in high demand will fetch a higher price, and prices will be at a level where they're expected to bring in the highest amount of money. Once sales slow down and most people willing to buy the games at the higher price have bought the game, then you'll see a price drop. This is no different from how it used to be, and if anything we're seeing a surprisingly quick price drop on some titles (MGS V being a big one. I would have put my money on it retaining its price for at least 2 years).
Also, I don't know if you remember, but about 3-4 year ago, 80% discounts were not common, and 90% discounts were really rare. Here's the 2013 summer sale. Only a single sale actually reached 90% off, and there's less than 1 sale reaching 80% off or greater per day. There were smaller games that are not listed here, but the big games got the frontpage treatment, and those are the ones that are listed.
2012 winter sale. There's hardly any games reaching 80% off or greater.
2014 summer sale was better in this regard. The highest frequency of 80% discounts was day 1, but we had more than in previous sales. Still, it was not a big amount of big discounts, and most of them were for older games.
2014 winter sale, again we're not seeing a massive amount of 80%+ discounts. A couple, once again for older games, and better than 2013 & 2012, but still not a massive amount.
2015 is where sales start getting annoying to track, as we don't get the big front page daily deals anymore, they're all just priced at the sales level.
But looking through the older sales, I would say that you're missremembering things. We did not see a lot of 80% or 90% off deals, at least not for the bigger games. Indies, in particular bad indies, tend to get steeper discounts.

Yes it is, I have played a lot of co-op and solo hours hunting terrorists on this outside of Steam. :-)

I really love the old Ghost Recon and Rainbow Six series, still good games. (i really love the first RS)
That's called a real rainbow six, not the MP crap Siege..
You can buy Splinter Cell 1+3 too, that's good classics too.

If you want to get into the Splinter Cell series, start with the first one. It still holds up well (though personally I always found the Splinter Cell series to have far too linear levels. Stealth is more fun when you're forced to figure out the optimal rout yourself).

Skip Vegas. While not terrible, it's kinda generic. It plays a bit like CoD but you can take a little bit less damage, and you have two team members you can give very rudimentary commands to. The first 3 Rainbow Six titles (of which only the 3rd, and best, is on Steam) were a lot more unique in their approach. Before the level, you're given a planing step, where you plan your approach on a map, and plot routs for the rest of your team. Each team member can't take much damage, so you need to be careful (also, they can't be revived). This makes R6 very tactical and quite tense. Vegas ditches all of this, and it plays more like your typical loud over the top shooter with hundreds of enemies just waiting to get killed by you. Tactical it ain't.
If I were you, I would go with the first Splinter Cell & Rainbow Six 3. You'll get 2 radically different experiences, both of which are good. Strangely enough Splinter Cell 2 is not on steam.
Also, why is EndWar getting so many votes? Were it not for its gimmick, you can control the game with your voice, it would have been completely forgettable. Of course, if you're speaking with an accent, the game might have issues recognizing your voice (and if you go with mouse controls, then it becomes really easy and simplistic).

Of all them, I have Cell Blacklist & Vegas 2 on my wishlist. Voted latter, because older games are often better in a series.

I like a bunch of these; I'd recommend the first Vegas or End War, but those are both just games I really like, so they're not the only games that are any good here. I would avoid the Ghost Recons; the PC versions are not that great and are riddled with technical issues, unfortunately. I'd recommend R6:3 the most, but it kind of requires multiplayer to be the most fun in my opinion.

I played Future Solider recently. It was a Ubisoft game. Meaning.
Sadly I could not screenshot all the times my team AI bugged out. At one point they decided that running away from the objective was the best idea, so they ran towards the start of the level, and there was no way for me to make them stop.
Overall, the game was filled with unintentional comedy.
What was a bigger issue to me, and this is something that a lot of modern shooters have problems with, is that the way I naturally play these games tend to confuse the enemy AI to the point where it becomes helpless. I figure that it's a good idea to move forward and try to flank the AI, rather than sit behind a wall and just trade shots, but the AI really borks out if you do this (Medal of Honor had the exact same problem, and at one point I managed to completely break the mission by doing so, as an objective refused to update due to me having moved on too far ahead).

I have no idea where you pulled that list from, but the two games worth playing are not on it.
Yeah Chaos Theory was great but it's ooold now, Double Agent is a botched Chinese port.
Conviction is good. Can be bit of a gamble to run on modern systems (set the .exe to admin and Vista SP2 compatibility)
Splinter Cell Blacklist is the best by a wide margin

As a gift yes it is,also some games are region lock even if you buy for yourself without gift like Skyrim that I can't buy :(( whatever there are some games that u can buy wihtout region lock ! like Black list ,Gta V and most of the game.However it's good for me,because Steam doesn't support my country's currency:( +sorry for my bad english xD

If you intend to give them a try, it's worth knowing that at around the start of the last console generation, they shifted focus completely, from being quite tactical and at least showing a semblance of realism, to becoming more or less pure power fantasy shooters, like CoD or MoH. In Rainbow Six 1-3 getting shot is a big deal, you can only take 1-2 hits before your dead, and careful teamwork is important, plus the levels are open and you need to plan your approach carefully, while in Rainbow Six Vegas you're a bullet sponge with regenerating health, and the levels are strictly linear. Same holds true for the old Ghost Recon compared to the modern ones. Splinter Cell was always a bit arcadey, but it became very arcadey (and far less stealth focused) at the same time.
Personally, I can wholeheartedly recommend Rainbow Six 3, while I found Vegas to be rather generic.
