Cryengine has always been available, just not on steam. They offer a cheaper fee for indie devs.

I think so long as you can afford it. Same with any game engine as far as I'm aware. If you want to outright by the license rather than a monthly free I think its 10's of thousands for AAA dev's if I remember correctly but like I said indie's also get a discount.

I've been told by dev's that its complicated to use as there are little tutorials or help for the cryengine. I don't know if that has changed since that discussion though.
