XCOM EU Region Question

I know there are three regional versions of the game (NA, RU, ROW). Does anyone know if there is a difference between the NA and ROW versions, and if the ROW version keys can be redeemed in NA?

ROW means Rest of World, and aren't restricted. NA are restricted to North America.
ROW can be activated in NA.
