You can't create a giveaway of it if it's not on the list.
If the mods have overlooked it you can ask them to add it, but not being in that list generally means it is massively given away or exploited game.

Mostly there is a reason, why its deleted on the giveaway list...maybe the game was free..so no need for you to be so generous.
