No, that's wrong. You can win multiple games. There are different types of trains. Take a look at the steam group.

Mini Jedi Training Group - (All GAs are for this Group Only, No Sharing)
Looking to recruit regular gifters of high & low valued games, preferably both for a good amount of time.
We have 10 different Trains for Giveaways & share back what we win here.
We have a Bundled Train, NON-Bundled Train, Trading Cards Train, Achievements Train, Dark Side Train, Unreviewed Train, VR Train, Quality Giveaway Train & Highest Quality Train.
You can gift to the Mini Jedi Train anytime you like to keep a good Ratio.
You only make a GA for the other Trains if you Win from them and post your GAs in that Trains Thread
There will only be 1 Game up for grabs at anytime on thous Trains (except the Mini Jedi Train).

I would just ask that you dont enter for any GAs from Trains you cant gift back to like the NON-Bundled Train or VR Train. If you Win from one of these that you entered by accident you can always ask for a re-roll (or Removed) rather than activating the key. Thanx
