Sorry for being a bit blunt, but is this tip for what you need to do after solving the first ITH puzzle? If it is and if I'm interpreting it correctly (and it requires five characters), then I'm landing either on an unreachable Russian page or a GA here, written in Korean. Something tells me neither is what we're after. This is without using the digits at the end of the ITH solution. I even went way back in time before the announcement using a machine, but didn't find anything useful there. I'm very intrigued, but can't help feeling I'm missing something rather obvious.

Looks like ADVENT may have corrupted your intel.
Situation Room suggests that each mission is somewhat... self-contained; upon hacking the ADVENT network, there appears to be four targets. It may be best to focus on the first target and utilize any relevant data found during that mission.
The Council has stated they will try to provide intel for the second target upon completion of the mission. Clearly, that information won't be useful for accomplishing the first mission.

There are plenty more to take down, but the Council is advising we strike at the Gene Labs by the ADVENT Advanced Genetics Initiative to show the people the truth of all the missing citizens.

Commander, our Research team has informed me that utilizing the data and report from operative perrolijo that they can attempt to crack the ADVENT satellite network to allow our operatives in other locations to hack into local transmissions. This could be the tool that turns the fight against ADVENT. The only problem is it's going to take some time...

Commander, we've received some new data from the Council that may be of use: it appears that the alien representatives arrive on-site 8 hours before the commencement speeches for Unification Day. Apparently, this is the last piece of intel we need in order to finish the first mission.

Commander, the Engineering team has managed to gain unrestricted access to the ADVENT satellite network. We now have complete access to their broadcasts. This is the perfect time for our operatives in the field to strike, and prove XCOM is fully capable in thwarting the alien oppressors.
